"Fifty years ago, at the time of the Cuban missile crisis, the Soviet 
Union might have been able to claim it was a superpower to rank with the 
US. Today’s Russia is not. Its population is shrinking and its economic 
reliance on oil and gas is being undermined by new-found sources of energy 
overseas. If Russia wishes to declare a new cold war over Ukraine, there 
will be many moments of alarm. But Mr Putin’s regime holds a losing hand."
